Sec. 20-13 is Newton's Noise Ordinance, in Chapter 20, Article III, updated June 26, 2025. Under subsection (f)(7), the city treats late-night entertainment noise differently from its other time restrictions. , anyone who disturbs the peace with unreasonable or excessive noise from an electronic device, a band or orchestra, or loud singing and outcries violates the section, unless the performance, establishment, band, group, or person holds a valid license or permit from a Newton department, board, or commission authorized to issue it, the carve-out that covers a bar or nightclub operating under an entertainment license.

That exemption is not unlimited: the section still defines unreasonable or excessive noise as a rise of 5 dB(A) or more above background level, measured no closer than the residential lot line or the nearest affected dwelling unit. A licensed venue whose sound spills that far into neighboring homes remains exposed to a violation even during its own licensed hours. Subsection (g) sets a separate, fixed decibel table for other noise categories, but the (f)(7) test governs the late-night disturbance question for licensed entertainment specifically.
