Effingham County, GA Noise from Specific Sources: Car Alarm Limits (2026)

Effingham County Code § 30-38(18) prohibits the intentional sounding, or permitting the sounding, outdoors of any emergency signaling device, including fire, burglar, civil defense alarm, siren, or whistle, except in an emergency or as allowed for testing. Subsection (18)(b) specifically addresses alarms: the sounding or permitting of the sounding of any exterior burglar or fire alarm, or any motor vehicle burglar alarm, must terminate within 15 minutes of activation unless an emergency actually exists. If a false or accidental activation of an alarm occurs more than twice in a calendar month, the owner or person responsible for the alarm is in violation of the article.

Subsection (18)(a) also governs routine testing of emergency signaling devices generally: testing may occur only between 7:00 a.m. and 7:00 p.m., must use only the minimum cycle test time not to exceed five minutes, and cannot occur more than once per calendar month unless required by state, federal, or local law. Because § 30-36(c)(6) exempts alarm systems from the general loud-noise prohibition only so long as the § 30-38(18) termination rule is followed, an alarm that runs past 15 minutes or repeatedly false-triggers loses that exemption and becomes independently actionable.

Enforcement is carried out by the noise control officers named in § 30-41, code enforcement officers and sheriff's deputies, with penalties under Code § 1-19 and abatement authority for the magistrate court under § 30-43(a).
