Effingham County, GA Noise from Specific Sources: Delivery Truck Noise (2026)

Effingham County Code § 30-38(9) lists among the acts constituting a violation of the noise article the creation of unreasonably loud and excessive noise in connection with loading or unloading any vehicle or the opening and destruction of bales, boxes, crates, and containers. That provision reaches delivery-truck activity such as pallet handling, tailgate slamming, or box-cutting noise around businesses and residences in the unincorporated county. It operates alongside the general loud-noise standard of § 30-36(a), which prohibits any noise that unreasonably disturbs, injures, or endangers the comfort, repose, health, peace, or safety of reasonable persons of ordinary sensitivity, and § 30-36's factors for judging unreasonableness include the proximity of the sound to sleeping facilities, the land use and zoning of the area, the time of day or night, the duration, and whether the sound is recurrent or constant, all of which bear directly on early-morning or late-night delivery noise.

Because § 30-36(c)(1) exempts county vehicles engaged in necessary public business but contains no blanket exemption for private delivery or freight carriers, commercial loading noise outside that carve-out is judged under §§ 30-38(9) and 30-36 together, and can also be measured against the § 30-37 Table 1 decibel limits for the receiving property's zoning category. Enforcement runs through the noise control officers named in § 30-41, code enforcement officers and sheriff's deputies, with penalties under Code § 1-19 and magistrate-court abatement authority under § 30-43(a).
