Effingham County Code § 30-38(16) makes it a violation to operate any noise-creating blower or power fan, or any internal combustion engine whose operation causes noise from the explosion of operating gases or fluids, unless the noise from that blower or fan is muffled and the engine is equipped with a muffler device sufficient to deaden the noise. A portable or standby generator is an internal combustion engine within that description, so running an unmuffled or poorly maintained generator that creates audible combustion noise falls squarely within § 30-38(16).

That equipment-specific rule sits alongside the general loud-noise prohibition in § 30-36(a), which bars any noise that unreasonably disturbs the comfort, repose, health, peace, or safety of a reasonable person, with § 30-36's unreasonableness factors covering proximity to sleeping areas, zoning, time of day, and duration, all of which matter for a generator run for hours during a power outage or job site operation. Generator noise can also be checked against the § 30-37 Table 1 decibel limits for the receiving property's category, 60 dBA daytime and 50 dBA nighttime for residential, public, institutional, or noise-sensitive areas, with § 30-36(b) presuming a violation for readings above that threshold.
