Escambia County, FL Noise from Specific Sources: Delivery Truck Noise (2026)

County Code § 42-65(i) makes it a per se violation to create unreasonably loud noise while loading or unloading merchandise, materials, equipment or commodities from any vehicle or vessel at a place of business or residence. Unlike several of the county's other noise categories, this one carries no built-in nighttime cutoff written into (i) itself; instead, whether the noise is unreasonable is judged against the general factors in § 42-64(b): volume, intensity, whether the background sound is louder or quieter, proximity to residential sleeping areas, the zoning of the area, time of day or night, and duration.

During a declared or undeclared emergency, loading and unloading hours for commercial or industrial operations necessary to public health, safety and welfare instead follow the emergency operating hours the Board of County Commissioners can temporarily authorize under § 42-66(i), which can suspend the normal restrictions. This provision most often comes up against big-box stores, grocery distribution centers and restaurants receiving early-morning deliveries next to residential neighborhoods, where repeated pallet-jack, hand-truck or reefer-unit noise across a property line is what deputies evaluate.
