Sec. only, so trucks cannot legally run routes before dawn or after dark in Miami Beach. Collection equipment itself must consist of trucks with leakproof and enclosed bodies carrying compactors and sanitizing materials, and every garbage facility location must be approved by the city manager or a designee with a permit issued before a dumpster or recycling container can even be placed or serviced. Service pickups must be made from streets and driveways; trucks are barred from being driven or parked on sidewalks at any time, and contractors cannot park a truck on any public or private property in the city when it is not actively servicing an account.

Each garbage facility and recycling container must display the contractor's name and be serviced and sanitized at least twice weekly. Contractors must also pick up loose garbage, rubbish, trash or recyclable materials within a ten-foot radius of the container or facility as part of the same scheduled pickup, and any facility placed on public property or without a permit is deemed abandoned and removed at the contractor's expense under section 90-331 et seq.
