Vineland, NJ Noise from Specific Sources: Delivery Truck Noise (2026)

Section 469-6 of the Vineland Noise Code, titled "Hours noisy operations prohibited," states that no person shall create any plainly audible noise in connection with the loading or unloading of any vehicle or the opening or destruction of any bales, boxes, crates or other containers between the hours of 8:00 p.m. and 6:00 a.m. The provision relies on the Section 469-1 "plainly audible" standard used throughout Chapter 469: detectable by a person using unaided hearing at 25 feet from the source. This section sits alongside Section 469-9, which exempts the normal operation of any plant, factory or industry engaged in manufacturing or food processing, or other industrial or commercial operation, from the chapter, meaning the 8:00 p.m. to 6:00 a.m. loading restriction applies to retail, warehouse and general commercial delivery activity rather than to Vineland's manufacturing and produce-processing operations covered by that exemption.

Section 469-7 additionally protects quiet zones adjacent to schools, hospitals, libraries, houses of worship and senior centers from plainly audible noise that unreasonably interferes with those institutions at any hour, which can independently restrict daytime loading noise near those sites. Chapter 469 was adopted December 29, 1953 by Ordinance No. 102 and amended in its entirety October 9, 2001 by Ordinance No. 2001-74. Violations of Section 469-6 are punishable under Section 469-10's reference to the City's General Penalty, Section 1-15: a fine of not less than $100 and not exceeding $2,000, imprisonment in the Cumberland County Jail for up to 90 days, or community service for up to 90 days, with each day of continuing violation a separate offense.
