Section 5.03.030.020 lists specific acts "declared to be prohibited as unreasonably loud, disturbing, or unnecessary noises in violation of this Chapter," and subsection .04 targets "using a mechanical device operated by compressed air, steam, or otherwise, unless the noise thereby created is effectively muffled." That language covers a portable generator, an air compressor, or similar powered equipment run without effective muffling, whether at a job site, a special event, or a residential property. The rule applies at any hour; it is not limited to nighttime, unlike the yelling and camping curfews elsewhere in Chapter 5.03. Section 5.03.030.020.05 gives construction and utility equipment a separate daytime window, 7:00 a.m. to 6:00 p.m., or 9:00 p.m. for an owner working on their own property, and Section 5.03.030.020.03 separately bars an unmuffled steam whistle outside of a work-start or danger warning. A City Manager permit under Section 5.03.030.020.05(3) can authorize otherwise-restricted equipment noise if public safety will not be impaired.
