Springfield, OR Noise from Specific Sources: Generator Noise (2026)

Springfield Municipal Code § 5.220 lists per se noise violations that apply regardless of measured decibel level. Subsection (3)(c) targets any mechanical device operated by compressed air, steam, or otherwise, which covers portable generators, air compressors, and similar equipment, and bars operating one between 6:00 p.m. and 7:00 a.m. unless the noise it produces is effectively muffled. Subsection (4)(a) carves out a full exemption for the same equipment when it runs inside one of the city's industrial zones, so a contractor working in an LMI, HI, or SHI district faces no curfew at all.

Outside those zones, a resident or business running a backup generator, pressure washer compressor, or pneumatic tool overnight is committing a per se violation the moment a neighbor can plainly hear it, with no need to prove the noise was unreasonable in volume. The Springfield Police Department cites violations under this section, and subsection (5) sets the penalty at a fine not exceeding $720.00 under SMC section 1.205, the city's general penalty schedule for violations. Property owners who need to run loud equipment overnight outside an exempt zone, for example during an emergency generator test or a planned late-night repair, can apply for a special noise permit from the city manager or designee under subsection (4)(b); the application must be submitted at least 30 days before the event and is not meant for private parties.

A denied or revoked permit can be appealed in writing to the Springfield City Council, which must set a hearing within 15 days of the appeal and decide whether the denial or revocation stands.
