Chapter 132 sets a general ban on unreasonably loud and disturbing noise and lists specific prohibited acts in § 132.01(B), including animal noise, music and voice transmission, construction hours, loud speakers and vehicle noise, but § 132.02 then carves out a set of exceptions the chapter does not reach at all. Section 132.02(B) exempts noises of safety signals, warning devices, church bells, clock chimes and ventilation equipment, placing HVAC systems, exhaust fans and similar ventilation machinery outside the ordinance entirely rather than subjecting them to a decibel limit or a quiet-hours window.

None of the other exceptions in § 132.02, covering preexisting businesses, emergency vehicles, authorized street fairs, properly muffled motor vehicles, lawful fireworks, daytime lawn equipment, government services or bona fide farming operations, mentions ventilation equipment separately, confirming that the ventilation carve-out in subsection (B) stands on its own and applies countywide regardless of the time of day or the zoning district.
