The county does not, and legally cannot, regulate aircraft noise. Federal law gives the FAA exclusive authority over aircraft in flight, navigable airspace and aircraft-noise standards, preempting county and city noise ordinances (49 U.S.C. 40103 and 41713). Consistent with that, Howard County's Section 8.900 exemption schedule expressly excludes aircraft operations from its limits. Overflight noise from Baltimore/Washington (BWI) traffic and general-aviation aircraft is handled through the FAA and the airport operator, not county code enforcement. Chapter 8, Subtitle 9 targets ground-level sources such as HVAC equipment, construction, amplified music and industrial plants. Residents with aircraft-noise concerns should contact the FAA or the relevant airport noise office. Drone operations are likewise governed by FAA rules.
