Jacksonville, NC Noise Ordinances: Aircraft Noise (2026)

Sec. 15-60, Article II, Division 4 of the noise chapter, lists twelve categories of sound the 'operational performance standards' of the article don't reach at all. Aircraft flight operations sit at item (6), alongside other carve-outs such as bells and chimes during religious services, sirens and emergency warning devices, emergency utility repair work, school-sponsored sporting events and bands, the National Warning System, unamplified human voices, city- and county-sponsored festivals, public sporting events and fireworks displays, backup generators at government buildings during emergencies, and any activity already covered by a city noise permit.

Because the exemption sits in the general 'exceptions' division, it reaches every other noise section in the chapter, including the amplified sound rules of Sec. 15-55 and the general prohibition of Sec. 15-28: none of those standards apply to aircraft. Given Jacksonville's location next to Marine Corps Base Camp Lejeune and MCAS New River, this carve-out functions as the operative rule for military and civilian flight noise within city limits; a resident's only recourse for aircraft noise runs through the base or the FAA, not the city noise ordinance.
