Monroe County, FL Noise Ordinances: Aircraft Noise (2026)

Article III of Chapter 5 establishes the Ad-Hoc Committee on Noise for the Key West International Airport. Section 5-26 creates the committee with eight members appointed by the Board of County Commissioners, plus two designated alternates and one county commissioner who chairs it under Section 5-27. Under Section 5-31, the committee's role is to submit recommendations solely related to aircraft noise mitigation, abatement, and noise-impact reduction to the executive director of airports for official review, and the executive director must coordinate with federal, state and local agencies and retained airport consultants to evaluate each recommendation for legal sufficiency, regulatory compliance, operational impact, fiscal implications and technical feasibility.

No recommendation of the committee is binding, and none can be implemented, adopted or enforced without further review, approval and authorization by the appropriate county authority. The committee meets four times a year under Section 5-29, members serve without compensation under Section 5-30, and members serve at the pleasure of the board and can be removed without cause. Because Monroe County has no separate decibel limit or curfew ordinance for aircraft, this advisory structure is the extent of the county's own aircraft noise regulation; actual flight operations remain governed by FAA rules referenced in Chapter 5's state and federal law notes.
