Section 14-22(b)(4)a. prohibits using or operating any loudspeaker, loudspeaker system, sound amplifier or other similar device within or adjacent to a residential or noise-sensitive area between 10:00 p.m. and 8:00 a.m. on weekdays, and 10:00 p.m. to 10:00 a.m. on weekends and holidays, whenever the sound is plainly audible across the real property boundary of the source, though the rule carves out any public performance, gathering or parade that already holds a city permit. Subsection (4)b. separately restricts radios, televisions or other musical devices operated to cast sound onto public streets for advertising or to attract passersby, limiting audibility during midday and evening hours to no more than three hundred feet from the source.

Beyond those hour-based rules, Section 14-22(c) sets flat decibel ceilings by land use district, measured at the property line: 55 dBA at all times in residential districts, 60 dBA in recreational areas from 7:00 a.m. to 10:00 p.m. and 55 dBA overnight, and 65 dBA in commercial or business districts on weekdays from 8:00 a.m. to 6:00 p.m., dropping to 55 dBA in the evening and on weekends. Anyone needing relief can apply to the city manager for a limited special permit under Section 14-22(d) for a $25 fee, valid up to ninety days.

A violation of the amplified sound hours or the decibel table is fined under Section 14-22(g): up to $100 for a first conviction, $250 for a second, and $500 for a third or additional conviction.
