Section 14-416(b) targets the equipment itself: it is unlawful to use, operate or permit the use or operation of any electronic device, radio, receiving set, television, musical instrument, phonograph or other machine or device for producing or reproducing sound in a manner that disturbs the peace, quiet or repose of neighboring inhabitants of ordinary sensitivity. That standard sits alongside the general excessive-noise ban in § 14-416(a) and the party-dispersal rule in § 14-416(c), and § 14-416(d) defines "neighboring inhabitants" to include people in single-family homes, multi-family units, boardinghouse rooms, and hotel or motel rooms in the vicinity.

Section 14-417 carves out air conditioners, lawn care equipment, construction operations, alarm systems, aircraft and railroad noise, emergency vehicles and work, temporary school, university, government or community events, and church bells or campanile chimes from the whole noise article, but none of those exceptions cover a stereo, speaker or musical instrument played for entertainment. Section 14-418 separately routes loud sound amplification systems operated from within or upon a vehicle to § 17-127's traffic-code prohibition instead of this section, so a car audio complaint is charged differently than a house speaker complaint.
