; instead, § 14-416(a) makes it unlawful at any hour to make, continue or cause any excessive, unreasonable or unusually loud noise that disturbs, injures, endangers the repose, health, peace or safety of other people of ordinary sensitivity in the vicinity of the noise. Section 14-415 states the article's purpose is to protect residents from unreasonable intrusions caused by excessive, unnecessary or unusually loud noises, without limiting speech, peaceful assembly or the right to express opinions. The "neighboring inhabitants" the ordinance protects, per § 14-416(d), include people in single-family homes, apartments, boardinghouse rooms, and hotel or motel rooms near the noise.

Section 14-417 exempts several sources from the whole article regardless of the hour: emergency work and vehicles, alarm systems, trash and waste pickup, aircraft and railroads, temporary school, university, government or community events, air conditioners and lawn care equipment, construction operations, and church bells or campanile chimes, so long as the equipment is in repair and operated properly. A Lawrence police officer responding to a complaint applies the ordinary-sensitivity standard on the spot rather than a decibel meter or a clock, and the same article covers a separate loud-party provision in § 14-416(c) and a vehicle sound-amplification rule carved out at § 14-418 that instead runs through § 17-127.
