Section 17-130(a) bars stopping, standing or parking on the roadway side of a vehicle already stopped at the curb, on a sidewalk, within an intersection or crosswalk, near a safety zone, alongside a street excavation, on a bridge or in a tunnel, on railroad tracks, on a controlled-access highway, in a divided highway's median or crossover, where signs prohibit stopping, or in a no-parking-and-tow zone. Section 17-130(b) separately bars standing, except momentarily to pick up or drop off a passenger, in front of a driveway, within 15 feet of a fire hydrant, within 20 feet of a crosswalk, within 30 feet of a flashing signal or stop sign, near a fire station driveway, where signs prohibit standing, or in a marked bicycle lane.

Section 17-130(c) bars parking within 50 feet of a railroad crossing or where signs prohibit parking, subsection (d) bars moving an uncontrolled vehicle into any of these zones, and subsection (e) bars standing or parking in a designated fire lane on public or private property. The section amends Section 85 of the state's Standard Traffic Ordinance, incorporated by section 17-101. A vehicle parked in violation that is likely to become an obstruction, or a hazard in a fire or other emergency, can be towed under section 17-201(a)(1), and a conviction is a traffic offense fined under section 17-103.
