07(B)(3) declares it a violation of the noise chapter to use, operate, or permit to be played or operated any radio, amplifier, musical instrument, phonograph, interior or exterior loudspeaker, or other sound-producing or reproducing device, including group gatherings, singing, or yelling, in a manner that causes loud, raucous, and disturbing noise, which the code defines as sound that, because of its volume level, duration, and character, annoys, disturbs, injures, or endangers the comfort, health, peace, or safety of reasonable persons of ordinary sensibilities. The same subsection carves out an exception: upon application to the town, permits may be granted to responsible organizations to produce programs in music, speeches, or general entertainment.
