Subsection (P)(1)(h) makes it unlawful for an owner to allow an animal to make 'frequent or long continued sounds, including barking, whining, screeching, calling, howling, or yowling in an excessive, continuous, habitual, or untimely fashion' that seriously annoys neighbors or interferes with their use of nearby property, what the code labels an 'annoying sound' if it reaches beyond two city blocks. The ordinance sets two bright-line tests: a sound lasting more than 15 minutes in any 30-minute period is automatically a 'serious annoying sound,' and the Police Department will not act until three or more separate complaints come in from within that two-block radius inside a 3-day period.

That complaint threshold means a single frustrated neighbor cannot trigger enforcement alone; the town wants a documented pattern before an officer responds. 99(C). The town's civil penalty fee schedule lists 'public nuisance' violations, which barking falls under, at a warning for a first offense, $75 for a second, and $100 for a third or subsequent violation, payable to Town Hall within 14 days. § 14-4, an owner who ignores repeated citations can face criminal charges in addition to the escalating civil fines, and each day the barking continues counts as a separate offense.
