Section 207-4 separately makes it unlawful to use a sound device for commercial or business advertising in, on, near or adjacent to any public street, park or place, and extends that ban to sound trucks and even aircraft used for advertising. A noise disturbance can be proven either by sworn statements from two or more residents in separate homes who agree on the timing and duration, or by a sound-level reading from a qualified technician on a Public Safety Department form, per § 207-1's definition section.
