Toms River, NJ Noise Ordinances: Amplified Music & Outdoor Sound (2026)

The Toms River skatepark, created by Article VI of Chapter 383 (Ord. No. 4716-21, adopted September 14, 2021), is an unsupervised, permit-free facility open to skateboards up to 34 inches and scooters only; in-line skates, bicycles, and other wheeled vehicles are barred. Every user must first execute a risk waiver approved by the Ocean County Joint Insurance Fund (minors need a parent or guardian's signature) and receive a nontransferable, individually numbered identification tag from the Department of Recreation before entering, per §§ 383-17 and 383-20.

" A skater cannot simply bring a speaker and play music while riding; only Department-approved competitions or organized events may run amplified sound, and the same subsection bars unsanctioned competitive demonstrations, tying the amplified-music limit to the Township's broader control over organized activity at the park rather than a decibel cap. seven days a week under § 383-19, and smoking, alcohol, illegal drugs, food and drink, and graffiti are separately prohibited under the same section. Rules must be posted at the entrance and inside the park under § 383-21, and the identification tag is required for entry at all times.
