Section 477-43, in Article XIV of Chapter 477, Vehicles and Traffic, creates a snow-triggered parking ban rather than a fixed seasonal one: the prohibition activates automatically once snow accumulation covers a listed street or highway, and it stays in force after snowfall stops until Public Works has plowed the street sufficiently that parked vehicles will not interfere with the normal flow of traffic. Which streets carry that ban is meant to be spelled out location by location in § 477-78, Schedule XX, but the schedule is currently marked '(Reserved)' in the code, meaning the Township Council has not yet designated any specific street under this snow-removal mechanism.

In practice, Toms River's operative snow-related parking tool is Article III's emergency-parking authority: § 477-5 lets the Chief of Police, or the ranking officer in the Chief's absence, declare an emergency because of weather conditions and direct that temporary no-parking signs be posted on affected streets, with notice given to the owner or operator of any vehicle already parked before the signs go up. Any vehicle left on a street after signs are posted, or parked in violation of a Schedule XX designation once one exists, is treated as a nuisance vehicle under § 477-6 and may be towed at the owner's expense, in addition to the removal and storage authority the Police Department and Department of Public Works already hold under §§ 477-2 through 477-4 for vehicles blocking a public street.
