New Jersey's Electric Vehicle Infrastructure law (P.L. 2021 c.171) created statewide model ordinance requirements: new multifamily, mixed-use, and commercial parking facilities must provide EV-Ready spaces (full conduit and capacity) and Make-Ready installations. All Ocean County municipalities are required to conform to the model ordinance for new site-plan approvals. Residential Level 2 (240V, 30-60 amp) chargers require an electrical permit under UCC N.J.A.C. 5:23-3.16 β typical fee $50 to $120 plus inspection. NJ Clean Energy offers Charge Up NJ rebates. HOA rules restricting owner-installed EV chargers on the owner's dedicated parking/garage space are generally unenforceable under common-law reasonableness and newer NJ legislation. Public charging stations must provide ADA-compliant accessible spaces per federal standards. Along the Parkway and in commercial shopping centers (Seaside Heights boardwalk lots, Ocean County Mall in Toms River), EV stations are increasingly deployed; some municipalities limit parking to charging vehicles only.
