Toms River, NJ Parking Rules: Loading Zones (2026)

Article X of Chapter 477, Vehicles and Traffic, adopted December 9, 2008 by Ord. No. 4168-08, gives the Township Council authority to designate loading zones by street segment rather than by a general citywide rule. Section 477-34 states that the locations listed in Schedule XIV are loading zones; the substance of the restriction, including which side of the street, what hours it applies, and the exact boundary, is spelled out location by location in § 477-72, Schedule XIV. Under the version of the code on file, Schedule XIV carries one designated loading zone: the west side of Robbins Parkway, in effect at all times, running from a point 350 feet south of the southerly curbline of Water Street to the southerly terminus of Robbins Parkway.

Because loading zones are created only by adding a street to that schedule, a business elsewhere in Toms River has no loading-zone parking right on the public street outside its door unless the Township Council has separately amended Schedule XIV to include that block; other commercial curb space remains governed by the chapter's general prohibited-parking, metered-parking and time-limit rules in Articles IV and V. Chapter 477's definitions section, § 477-1, borrows the meanings used in Subtitle 1 of Title 39 of the Revised Statutes for terms not otherwise defined locally.

Article X carries no penalty of its own, so a vehicle parked in violation of the Robbins Parkway loading zone, or obstructing a designated loading zone generally, is subject to towing as a public nuisance under § 477-6 and to the chapter's general fine schedule.
