3, "Temporary Parking Prohibition for Snow Plowing and Removal," declares that whenever snow accumulation covers the streets or highways, an emergency automatically exists, and no vehicle may be parked on the streets or portions of streets listed in the chapter's snow-route schedule (Subsection a). The prohibition does not end when the snow stops falling: it "shall remain in effect after the snow has ceased, until the streets have been plowed sufficiently, and to the extent that parking will not interfere with the normal flow of traffic," so drivers cannot assume the ban lifts once flakes stop and must wait for plows to clear the listed route.

Any unoccupied vehicle left parked or standing on a designated snow-emergency street in violation of this rule is treated as "a nuisance and a menace to the safe and proper regulation of traffic," and any Police Officer may have it removed at the owner's expense; the owner must pay the reasonable towing and storage costs before the vehicle is released (Subsection b). The prohibition only takes legal effect on a given street once the required signs are erected there, per Subsection c, so enforcement follows the posted snow-route signage rather than a blanket townwide ban.
