Matanuska-Susitna Borough, AK Noise Ordinances: Barking Dogs (2026)

030(A) states that "it is unlawful for any animal owner to allow an animal to annoy any person," a broad nuisance duty enforced by Animal Care and Regulation that covers persistent or aggressive barking along with other animal-caused disturbances; violating it is an infraction. Two affirmative defenses exist under subsections (C) and (D): it is a defense that the complained-of farm or registered kennel was established before the complaining neighbor moved in, and it is a defense that the complainant provoked the animal into the annoying behavior.

Licensed mushing facility operators, employees and agents get a narrow exemption for sled dogs housed at or originating from that facility, but only while the dogs are actively engaged in mushing activity off the premises. 010(A)(1) establishes a Level 1 classification for an unrestrained animal that engages in aggressive barking, alongside aggressive posturing or lunging, and by that behavior causes a person to modify or stop an activity, fear for their safety, or flee. 040(B)(1): the animal must be physically restrained on the owner's property whenever it's outside the home, positioned so it can't reach a public sidewalk or neighboring property.
