Section 8.55.040(K) is one of the operator standards attached to a mass outdoor gathering permit under Chapter 8.55, alongside security staffing, EMT coverage, potable water, sanitation, solid waste removal, traffic control, insurance, and fire protection. The rule itself is short: between midnight and 8 a.m., amplified sound cannot carry across property lines beyond the authorized event site. The application process gives that curfew teeth before the event ever happens; § 8.55.060(A)(6)(f) requires the operator's application to include a noise control plan describing the type, number, location, and size of amplifiers and speakers to be used, plus 'a description of all necessary precautions to ensure that between the hours of midnight and 8 a.m. amplified sound will not carry across property lines beyond the authorized site.' This event-specific curfew sits apart from the borough's general noise chapter, § 8.52.015, which caps amplified sound borough-wide (outside the cities) at 50 dB(A) between 10:00 p.m. and 7:00 a.m. regardless of whether an event permit is involved.

Chapter 8.55 itself only reaches areas outside the incorporated cities under § 8.55.020, and § 8.55.030(D) exempts land east of the Range 8/9 East line and north of the Township 29/30 North line from the permit and standards chapter altogether.
