On Sundays the window narrows to 9:00 a.m. to 7:00 p.m., and Subsection B further restricts Sunday work to what 'may only be performed personally by the homeowner.' Emergencies are exempt from both windows. The City Manager and City Engineer, acting jointly, may grant permission to start earlier on weekdays and Saturdays, but never before 7:00 a.m. (§ 271-1C), and a denial can be appealed to the Municipal Council (§ 271-1D).
