Franklin County, WA Noise Ordinances: Construction Hours (2026)

Franklin County does not have a stand-alone construction-hours ordinance; instead, Chapter 8.24 (Noise Control) handles it through an exemption. Section 8.24.010(A) bans any sound that creates a "noise disturbance," and § 8.24.010(B) lists frequent, repetitive or continuous sounds from buildings, structures, property or vehicles in a residential area as presumptively disturbing. Section 8.24.020 then carves out seventeen exempt categories, and subsection (N) covers sounds originating from residential property relating to temporary projects for the repair or maintenance of homes, grounds, and appurtenances during the times between seven a.m. and ten p.m.

Read together, ordinary hammering, power tools and similar repair or maintenance noise on a residential property is protected only inside the 7 a.m.-to-10 p.m. window; work noise before 7 a.m. or after 10 p.m. loses the exemption and can be charged as a noise disturbance under § 8.24.010 if it is frequent, repetitive or continuous and would annoy a reasonable person of normal sensitivity. The exemption is written for repair and maintenance of existing homes and grounds, not commercial construction projects generally, so a larger new-build project should not assume the same 7 a.m.-10 p.m. safe harbor applies without checking its own permit conditions. Enforcement of any after-hours complaint runs through the Sheriff's Office under the same misdemeanor/civil-infraction structure in § 8.24.030.
