Orange County, FL Noise Ordinances: Construction Hours (2026)

The exemption has strict entry conditions. It covers only the placement of concrete, only when the work is associated with nonresidential development activities, and only when Orange County has issued a development permit for the project. A residential job gets no benefit from § 15-185(n) at any hour, and neither does unpermitted work.

Within those conditions, concrete placement is exempt from the noise rules between 3:00 a.m. and 10:00 p.m. But the early-morning end of that window comes with a procedural price. If placement is planned before 7:00 a.m., the contractor must give notice to surrounding residential areas or noise sensitive zones no more than fourteen calendar days and no less than forty-eight hours before the scheduled date. The notice must also be copied to the Environmental Protection Division, and it may offer only one alternative date, so a contractor cannot hold a rolling series of possible pour dates open under a single notice.

Outside these terms, whether because the pour runs past 10:00 p.m., starts before 3:00 a.m., or the required notice was skipped, concrete-placement noise loses the exemption and is measured against the standard decibel limits in § 15-182.
