Under Richmond City Code Chapter 38, construction activity that produces plainly audible noise is limited to 7 AM to 9 PM Monday through Saturday. Construction on Sundays or designated legal holidays (New Year Day, Memorial Day, Independence Day, Labor Day, Thanksgiving, Christmas) is prohibited without a permit issued by the Department of Planning and Development Review. Interior work that does not generate audible exterior noise is generally exempt. Emergency utility repairs by Dominion Energy, Richmond Public Utilities, or Virginia American Water are exempt from hour restrictions. Major public projects (e.g., CSX and VRE rail work near the James River corridor) may have separate state-approved noise variances.
