" All manufacturing, testing, and office activity tied to the race shop must be conducted inside an enclosed building, which is itself a noise-control measure baked into the site design rather than a separate decibel rule. Because these standards sit inside the special use permit criteria, they are enforced by the Cabarrus County Planning and Development department as conditions of that permit, not as a general nuisance-noise citation applicable countywide; a race shop that cannot document compliance risks denial, conditions, or revocation of its special use permit rather than a standalone noise fine.
