Corvallis, OR Noise Ordinances: Decibel Limits (2026)

Section 5.03.030.020.10's table sets Maximum Allowable Sound Levels Without a Permit as: Commercial/Office/Mixed-Use Zones, 70 dBA daytime and 65 dBA nighttime, measured at the nearest residentially zoned property line; Industrial Zones, 75 dBA daytime and 70 dBA nighttime, measured at the receiving property line; and Residential Zones & All Other Areas, 65 dBA daytime and 60 dBA nighttime, measured at the receiving property line. Section 5.03.030.015 defines daytime as 7:00 a.m. to 10:00 p.m. and nighttime as 10:00 p.m. to 7:00 a.m., and defines "Receiving Property Line" as the property line of the property on which sound is measured, not the property where it originates.

Section 5.03.030.020.10(3) requires that measurement use an A-weighted scale, a slow response setting, and a minimum 60-second averaging period, so a single instantaneous spike above the table's number is not automatically a violation. Exceeding these baseline numbers without an amplified sound permit issued under Section 5.03.030.030 is unlawful, and the Corvallis Police Department measures and enforces the limits citywide.
