Yuba County, CA Noise Ordinances: Decibel Limits (2026)

The table in § 8.20.140 sets both an 'ambient level' and a 'maximum noise level permitted' for each zone and time block. Single-family residential runs 45/55 dBA from 10:00 p.m. to 7:00 a.m., 50/60 dBA from 7:00 p.m. to 10:00 p.m., and 55/65 dBA from 7:00 a.m. to 7:00 p.m. Multi-family residential runs 50/60 dBA overnight and 55/65 dBA daytime. Commercial-BP zones cap at 65 dBA overnight and Commercial zones at 70 dBA daytime; M-1 zones allow 75 dBA and M-2 zones 80 dBA at any time. Readings must use an A-weighted sound level meter meeting Type 1 or Type 2 specifications, held at least four feet off the ground and four and a half feet from reflecting surfaces outdoors, or averaged from three positions at least three feet from any wall indoors (§ 8.20.120(17)).

Exceeding the limit is a declared public nuisance under § 8.20.110(b). The Chapter carves out several exemptions: Beale Air Force Base and sounds coming from it are outside the Chapter's reach entirely, the County's General Plan noise element controls where it conflicts, farming and mining operations covered by Chapter 11.55 are exempt, and licensed refuse collection is allowed during early morning hours (§ 8.20.730). An applicant who can't immediately comply may apply to the Community Development and Services Agency for a limited exemption permit, capped at six months but renewable on a further showing of good cause and a compliance schedule (§ 8.20.710), and a separate 21-day-advance permit exists for sound amplification at public special events (§ 8.20.720). A decision under the Chapter can be appealed to the Board of Supervisors (§ 8.20.740).
