Santa Clara County unincorporated areas follow California AB 1346, which prohibits sale of new gas-powered leaf blowers statewide as of 2024. County noise ordinance restricts operation during nighttime hours.
Santa Clara County unincorporated areas are subject to California Assembly Bill 1346, signed in 2021 and effective January 1, 2024, which prohibits the sale of new small off-road engines including gas-powered leaf blowers and lawn mowers. The law does not ban use of existing equipment, but CARB has been offering rebates to help landscapers transition to electric. The Santa Clara County Noise Ordinance in Division B11 of the County Code regulates noise from landscaping equipment during restricted hours, generally prohibiting such operation before 7:00 AM or after sunset on weekdays, and with further restrictions on weekends and holidays. Individual cities within the county (Palo Alto, Los Altos, Mountain View) have adopted stricter local gas leaf blower bans that predate AB 1346. HOAs in master-planned communities across Cupertino and Saratoga frequently impose additional time-of-day restrictions.
