The downtown historic core along North Salem Street and the surrounding residential blocks are subject to the same Sec. 14-31 / 14-33 standards with no separate leaf-blower carve-out.
No leaf-blower-specific penalty. Excessive use is treated as a Sec. 14-31 sound-emission violation (if Table 1 dB(A) caps are exceeded at the property line for more than 10% of the measuring period) or a Sec. 14-33 prohibited-noise violation, each a misdemeanor under N.C.G.S. 14-4 (up to $500 / 20 days).
