Effingham County, GA Noise Ordinances: Leaf Blower Rules (2026)

Effingham County Code § 30-38(10) regulates construction, drilling, demolition, and preventive-maintenance equipment noise, barring operation between 7:00 p.m. and 7:00 a.m. in any manner that creates a noise disturbance across a property boundary or within a noise-sensitive area, and at any other time if the sound level at the boundary exceeds 85 dBA. Subsection 30-38(10)(c) then carves out a narrower exemption for domestic power tools, specifically electrical power tools and motor-powered, muffler-equipped lawn, garden, and tree-trimming equipment, from those construction-noise provisions, but only when operated between 7:00 a.m. and 7:00 p.m.

A leaf blower or similar gas-powered yard tool that lacks a functioning muffler, or that runs outside the 7:00 a.m. to 7:00 p.m. window, falls back under the general 85 dBA property-line standard and the broader loud-noise prohibition of § 30-36. The county's general noise cap under § 30-37 Table 1 separately limits residential property-line sound to 60 dBA daytime and 50 dBA at night, so a blower running early morning or after dark risks violating both the equipment-specific rule and the ambient decibel limit.

Enforcement runs through the noise control officers of § 30-41, code enforcement or sheriff's deputies, with penalties under Code § 1-19 and magistrate-court abatement authority under § 30-43(a).
