Effingham County, GA Noise Ordinances: Vehicle Noise (2026)

Effingham County Code § 30-38(7) makes it a violation to discharge into the open air the exhaust of any steam engine, stationary internal combustion engine, motorboat, or motor vehicle except through a muffler or other device that effectively prevents loud or explosive noises. Section 30-38(1) separately bars sounding a horn or signaling device except as a danger warning, creating any unreasonably loud or harsh horn sound, or sounding a horn operated by engine exhaust while traffic is held up. Section 30-38(8) adds that operating a vehicle so out of repair, so loaded, or in such manner as to create loud and unnecessary grating, grinding, or rattling noise is likewise a violation.

These vehicle-specific provisions sit under the county's general loud-noise prohibition in § 30-36, and § 30-36(c)(4) confirms that motor vehicles on county traffic ways remain subject to the § 30-38(1) horn prohibition even though vehicles engaged in necessary public business are otherwise carved out of the article. Any of these noises can also be measured against the § 30-37 Table 1 decibel limits, 60 dBA daytime and 50 dBA nighttime at residential property lines, with § 30-36(b) creating a presumption of violation for readings above those thresholds.

Enforcement runs through code enforcement officers and sheriff's deputies designated in § 30-41, with penalties set by Code § 1-19 and magistrate-court abatement authority under § 30-43(a).
