Douglas County has no leaf-blower ban. Instead, Section 17A excludes routine property maintenance from the noise limits, but only between 8:00 a.m. and 8:00 p.m. Outside those hours, maintenance noise is not protected by the exclusion.
Section 1704A.08.5 of the Zoning Resolution excludes 'the maintenance of real property between the hours of 8:00 am and the next 8:00 pm' from the county's maximum permissible noise levels. In practice that means leaf blowers, mowers and similar yard equipment can be run during that daytime window in unincorporated Douglas County without violating the decibel table, but the same activity late at night or early morning loses the exclusion. There is no separate county ordinance banning gas leaf blowers or restricting their engine type. Towns may set stricter hours.
