The City of Maricopa has no leaf-blower-specific ban. Landscape maintenance, lawn and yard work are treated like other yard equipment: allowed 5:00 a.m. to 8:00 p.m. Monday-Friday (and 6:00 a.m. to 8:00 p.m. weekends at your own home) under MCC 18.110.050, and otherwise subject to general nuisance-noise rules.
Maricopa does not single out gas or electric leaf blowers, nor does it set a specific decibel cap for them. Instead, leaf blowers fall under landscape maintenance and lawn/yard work, which MCC 18.110.050 exempts from the chapter's noise prohibitions when conducted between 5:00 a.m. and 8:00 p.m. Mondays through Fridays; at a person's own residence the same yard work is allowed 6:00 a.m. to 8:00 p.m. on Saturdays and Sundays. Outside those windows, leaf-blower or mower noise can become a violation if it is loud, unnecessary or unusual, excessive or annoying, lasts at least 15 minutes or occurs after 10:00 p.m. but before 6:00 a.m., is plainly audible beyond the property line, and disturbs the neighborhood. MCC 18.110.050 also requires gasoline-powered mechanical devices to have a working muffler and prohibits muffler cutouts or bypasses, which applies to backpack blowers and similar small engines. The general public-peace ordinance MCC 9.20.010 backstops these rules by prohibiting excessive, unnecessary or offensive noise that disturbs the peace.
Using yard equipment outside permitted hours, or in a way that disturbs the peace, can result in Code Enforcement citations under the city's noise rules. Operating gasoline equipment without a functioning muffler, or with a muffler cutout or bypass, is independently prohibited under MCC 18.110.050.
