Code of Ordinances Section 19-152(5) exempts noise from equipment and activities normal to residential or agricultural communities, including lawn care, soil cultivation, domestic power tools, lawn mowers and maintenance of trees, hedges and gardens, between the hours of 7:00 a.m. and 10:00 p.m. A leaf blower falls inside that lawn-care exemption during those hours. Run one earlier or later and the exemption is gone, leaving the Table 1 limits in Section 19-151(1): for residential, public space or agricultural receiving land, 66 dBA and 71 dBC in the daytime, dropping to 55 dBA and 60 dBC from 10:00 p.m. to 7:00 a.m.
