Discretionary projects and HOAs may impose additional restrictions, and individual cities within the County (Napa, American Canyon, Yountville, St. Helena, Calistoga) have their own ordinances - the City of Napa specifically has a more developed framework. Inside unincorporated areas, residents who object to a neighbor's leaf blower should document the time and duration and contact Code Compliance to test against the §8.16.070 property-line standard.
A leaf blower or other powered tool generating sound that exceeds the §8.16.070 exterior limits or that constitutes a disturbance under §8.16.080 may be cited. The same enforcement track applies as for any other noise violation - Sheriff response for active disturbances, Code Compliance for repeat offenders, and potential charging under California Penal Code Section 415.
