Henrico County Code Sec. 10-68(8) bans leaf blowers, mowers and other lawn or landscaping noise plainly audible in residential areas between 11:00 p.m. and 7:00 a.m. Daytime use (7 a.m.-11 p.m.) is allowed. Golf-course and ball-field maintenance is exempt.
The Lawn care activities subsection covers lawn care, leaf removal, gardening, tree maintenance or removal, and other landscaping, lawn or timbering activities. It only restricts the overnight window (11 p.m.-7 a.m.); Henrico does not ban gas leaf blowers or cap their decibels. Noise from maintaining recreational facilities such as golf courses and ball or playing fields is exempt. The police department also lists routine lawn care as outside the daytime residential-noise prohibition.
Sec. 10-67 scale: up to $500 first, $1,000 second (within 5 years), $2,500 third (within 10 years); each day continuing is a separate offense.
