Yakima does not publish a leaf-blower-specific ordinance. Use of gas-powered and electric leaf blowers is governed by the general YMC 6.04 public-disturbance-noise reasonableness standard and, by reference, by WAC 173-60-040 Class A (residential) caps of 55 dBA day / 45 dBA night at the receiving property line. Washington State has not preempted local leaf-blower regulation, and Yakima has not adopted a gas-blower ban, registration program, or day-of-week / time-of-day restriction beyond the general standard.
A review of YMC Chapter 6.04 (Offenses Against Public Order and Peace), YMC Title 8 (Streets, Sidewalks and Public Places), YMC Title 11 (Buildings and Construction), and YMC Title 15 (Urban Area Zoning Ordinance) reveals no leaf-blower-specific section in the Yakima Municipal Code. Washington State has not enacted statewide leaf-blower preemption (in contrast to several other states), and Yakima has not adopted a local rule banning gas-powered blowers, imposing a leaf-blower-specific time-of-day window, or setting a leaf-blower-specific dBA cap. Practical effect: daytime use of gas and battery leaf blowers by homeowners and commercial landscapers is permitted across Yakima. The WAC 173-60-050 construction-activity exemption does not apply to routine landscaping. Where leaf-blower use rises to the level of a YMC 6.04 public disturbance noise - by intensity, volume, frequency, duration or character unreasonably disturbing peace, comfort and repose - it can be cited under YMC 6.04. Pre-7 a.m. or post-10 p.m. operation in residential areas is more likely to draw enforcement because the WAC 173-60-040 Class A receiving-property cap drops by 10 dBA at night (from 55 dBA to 45 dBA), and typical gas backpack blower output at 50 feet exceeds 65 dBA. The Yakima Regional Clean Air Agency (YRCAA) regulates outdoor burning and woodstove emissions but does not regulate leaf-blower equipment noise. HOA covenants in newer Yakima master-planned communities (Cottonwood Canyon, West Valley subdivisions, the Apple Tree area) may impose stricter leaf-blower hour limits that are enforced by the association rather than the City.
No leaf-blower-specific penalty. Excessive use is treated as a YMC 6.04 public-disturbance-noise violation (misdemeanor) where it unreasonably disturbs neighbors, or as a WAC 173-60-040 receiving-property violation (44 dBA / 55 dBA caps with 10 dBA night reduction). HOA covenant violations are civil and enforced by the association.
