Organizers of outdoor music events should obtain any required permit and observe the hours set in it, since a permit's conditions, not the default quiet hours, then control. Events on private property without a permit remain subject to the 11:00 p.m. cutoff and the 150-foot 'plainly audible' standard.
Unpermitted outdoor music plainly audible 150 feet from the source after 11:00 p.m. violates Section 07-13-03 and can be abated under Section 07-11-05 (continuing noticed nuisance is a misdemeanor, each day a separate offense). Permitted events that exceed their authorized hours lose the Section 07-13-05 exemption. Unreasonable music at any hour may also be charged as disorderly conduct under Section 08-01-27, a misdemeanor under Idaho Code 50-302 limits.
