Caldwell, ID Noise Ordinances: Construction Hours (2026)

Unlike some neighboring jurisdictions, the City of Caldwell does not appear to have a dedicated construction-noise section in its City Code that lists permitted construction hours (for example, a 7:00 a.m.-to-6:00 p.m. window) or treats construction differently by day of week. Instead, construction activity falls under the general Public Noise Disturbance article (Title 7, Article 13). Section 07-13-03 makes it unlawful to make or allow loud or offensive noise—including from machinery—that disturbs a reasonable person between 11:00 p.m. and 7:00 a.m., using the 'plainly audible at 150 feet' test rather than a decibel limit. The practical effect is a nighttime restriction: noisy construction equipment running between 11:00 p.m. and 7:00 a.m. and audible 150 feet away can be cited, while daytime construction is generally allowed. Section 07-13-05 exempts sounds from regular business activities in areas appropriately zoned for them, which can cover ongoing commercial or industrial work in the right zone. Because the City does not publish fixed construction hours in code, builders and homeowners should confirm current requirements with Caldwell's Building Safety Division before starting early-morning or late-night work, and unreasonable daytime noise can still be addressed as disorderly conduct under Section 08-01-27.
