Caldwell has no leaf-blower-specific ordinance—no ban, decibel cap, or special operating hours for gas or electric blowers. Leaf blowers fall under the general public noise rule (City Code 07-13-03), which bars loud or offensive noise plainly audible 150 feet from the source between 11:00 p.m. and 7:00 a.m.
The City of Caldwell does not appear to regulate leaf blowers as a distinct category in its City Code. There is no provision banning gas-powered blowers, capping their decibel output, or setting blower-only hours such as those some cities impose. Instead, leaf-blower noise is treated like any other yard-equipment noise under the Public Noise Disturbance article (Title 7, Article 13). Section 07-13-03 makes it unlawful to make or allow loud or offensive noise—including from 'machinery' and similar equipment—that disturbs the peace, quiet, and comfort of a reasonable person between 11:00 p.m. and 7:00 a.m., judged by whether the sound is plainly audible 150 feet or more from its source. In practice, daytime leaf-blowing is allowed, while running a blower late at night in a way that carries 150 feet to a neighbor's home could be a violation. Routine landscaping during the day in appropriately zoned areas may also fall under the Section 07-13-05 exception for regular business activities. Unreasonable daytime noise can still be addressed as disorderly conduct under Section 08-01-27, which weighs the time of day, location, and purpose of the conduct.
No leaf-blower-specific fine exists. A blower run between 11:00 p.m. and 7:00 a.m. and plainly audible 150 feet away can be cited under Section 07-13-03 and abated under Section 07-11-05, where continuing a noticed nuisance is a misdemeanor and each day may be a separate offense. Unreasonable daytime use could be charged as disorderly conduct under Section 08-01-27, a misdemeanor penalized to the limits of Idaho Code 50-302.
