Eagan has no separate outdoor-music ordinance; outdoor live or amplified music is governed by the same Chapter 10 noise rules. Electronic sound that is plainly heard and disturbing the peace at 50 feet can be reported to police at any time of day, and measured cases fall under the state limits adopted in Section 10.42.
Outdoor music, whether from a backyard party, patio speakers, or an event, is regulated under Eagan's general public noise provisions rather than a dedicated outdoor-music ordinance. The City's noise guidance distinguishes two situations. General party-type noise outdoors is tied to the nighttime window: between 10:00 p.m. and 7:00 a.m., noise plainly heard and disturbing the peace at 50 feet from the source can be reported to the Eagan Police Department. Electronic sound system noise (amplifiers, speakers, PA systems) is held to a stricter trigger and can be reported regardless of the time of day if it is plainly heard and disturbing the peace at 50 feet. For measured enforcement, City Code Section 10.42 adopts the Minnesota Pollution Control Agency standards (Minn. R. 7030.0040), which protect a residential receiver to L10 65 dBA / L50 60 dBA in the daytime and L10 55 dBA / L50 50 dBA at night. Larger or commercial outdoor events, including those at venues or as part of a business operation, may carry additional conditions through a Conditional Use Permit or special event approval. Residents who are disturbed by outdoor music should call the Eagan Police Department; enforcement is through the City Code misdemeanor penalty in Section 10.99 and, for measured violations, possible civil injunctive relief under Section 10.42.
Outdoor music plainly heard and disturbing the peace at 50 feet is reportable to Eagan Police (amplified sound at any hour; general noise during 10 p.m.-7 a.m.); violations are misdemeanors under Section 10.99, with civil injunctive relief available under Section 10.42.
