Eagan has not adopted a gas-blower ban, a model-year restriction, or a leaf-blower-specific decibel limit; the only city restriction is the time-of-day rule. If a blower is run so loudly or persistently that it exceeds the state noise standards Eagan adopts in Section 10.42, the general noise pollution provision could also apply, but in practice the 10:00 p.m. to 7:00 a.m. cutoff is the operative rule for residents. The same exemptions that apply to construction equipment (government work, snow removal, emergency repairs, parking-lot maintenance) appear in Section 10.37. Complaints go to the Eagan Police Department, and violations are misdemeanors under Section 10.99.
