Quiet hours in Solano County, CA — also called the noise ordinance, nighttime noise rules, or residential quiet time — define the hours during which excessive noise is prohibited.
Unincorporated Solano County enforces nighttime quiet hours through Solano County Code §21-10 (Disturbing the Peace). Any non-agricultural noise that exceeds 65 dBA at the property line between 10:00 p.m. and 6:00 a.m. is per se a disturbance of the peace. California Penal Code §415 provides backup authority statewide. Cities (Vallejo, Fairfield, Vacaville, Suisun City, Benicia, Dixon, Rio Vista) have their own ordinances.
Solano County Code §21-10 prohibits any person from maliciously and willfully disturbing the peace and quiet of any neighborhood or person by loud or unusual noise. It expressly defines 'loud or unusual noise' to include any nonagricultural noise after 10:00 p.m. or before 6:00 a.m. that exceeds 65 dBA at the property line (Ord. No. 1830, §1, codified in Chapter 21 PUBLIC OFFENSES, Article I Public Peace and Safety). Outside those hours, the standard reverts to the general 'disturbing the peace' test. California Penal Code §415 separately makes it a misdemeanor to maliciously and willfully disturb another person by loud and unreasonable noise. Active disturbances in unincorporated areas are handled by the Solano County Sheriff; the Resource Management Department handles ongoing nuisance abatement. Cities (Vallejo, Fairfield, Vacaville, Suisun City, Benicia, Dixon, Rio Vista) enforce their own municipal noise codes.
A violation of County Code §21-10 is a misdemeanor. The Sheriff may also cite under California Penal Code §415 (max 90 days jail and/or $400 fine). Continuing noise nuisances can be abated administratively through Resource Management Code Compliance under Chapter 10 (Abatement of Public Nuisances).
